WIN2000 Pro. SP4 with Framework 2.0

When installing my VS2008 app for "All Users", the non-administrative users
require, what appears to be a brief reinstall. However, the reinstall fails
with error code 2103. Does anyone have any ideas? Maybe a specific Windows
udpate required?

What version of .NET are you targetting? Note that 3.0 and 3.5 aren't
supported on Win2000, which might not help.
