It isn't. You can use XP's native zip utility by going to Start>Run>regsvr32
zipfldr.dll, click "OK", but it's not WinZip. WinZip is shareware available at www.winzip.com

Winzip is, and always has been, a third-party program. It's a
product of WinZip Computing, Inc., not Microsoft. It doesn't come
with Windows XP, nor with any other version of Windows.
However, Windows has built-in zip/unzip capabilities of its own.

Windows XP has inbuilt Compressed Folders which serve the same that
Winzip (which is a 3rd party software) serves.
