Rino,
You can set Permissions for files and file system folders. See:

Thanks Ramesh, for explaining what BHO meant. How about if I want my PC hard drives and folders be secured so nobody can peek and
steal information --- is this the right way to do it? I want it open for me if I need it. Can we apply like a switch to be more
convenience?
Our local library got that kind of protection. TIA,

Thanks for the update, Rino. BHOs load with Internet Explorer and also with Windows Explorer.
Prevent a Browser Helper Object (BHO) from loading with Explorer.exe instances:

Thanks Ramesh,
I finally fixed it! With:
http://www.scanwith.com/download/BHOCaptor.htm
I must come back to tell the remedy I just took so others may know:
(you can read more but I wouldn't waste time)
I click 'blue Download' twice and chose ONLY to install at C: xxx\Desktop.
Open the bhoc.zip file then click BHOCaptor.exe to open the program.
Look for the most obvious (or culprit) new program install in C: or in other
drives and select it then press Deactivate button. Immediately check if it
work in your Windows Explorer now and if not then find another most
probable culprit. Do NOT Deactivate the rest program because ... read
Notice given.
Ciao!

Hi,
This error is probably caused by a third-party shell extension (presumably coded in VC++)
