win xp will not shut down

I installed win xp home on a computer and it will not do
a regular shut down. Selecting shut down icon gives the
same results as the restart icon. It would shut down in a
normal manner with win 98. Any ideas?

I went to that page but the way they say to comfigure my updates is not on
that page. Under "other options" I have "setting", "restore hidden updates",
Admin option", "help and support" and "FAQ". There is no "personalize
windows update" available. I can't find out how to install the patch. Is it
just me? Thanks for your help.

REMOVING LOGITECH MOUSEWEARE.

I couldn't find where on that page it says to configure your updates, but if
you click Custom Install you will see "restore hidden updates".
