Win XP taking long time to Fully boot?!

When cold booting my winXP machine WinXP sits for about 2
full minutes after the Network Login Screen. During this
time the screen is black with the hour glass. Eventually
the WinXP startup sound is heard and it continues to load
normally. No other problems exist after this point. I
can also Press Alt+Ctrl+Del while the screen is black and
the desktop will show...only a few functions work (I can
access the start menu or righ-click on the desktop) but
full functionality doesn't happen until after the 2-3min
wait and WinXP startup sound are heard.

I've disabled all startup programs and even tried to
create a new login account but nothing changed. Looking
for some advice to solve the problem!
