Win XP SP2 security settings

Hi,
I am trying to download TeamSpeak and I get this "your current security
settings do not allow you to download this file" I cannot find anywhere in
the secirity settings to disble this, so I can download my program.I have no
information bar. I search these forums and couldn't find an answer.What is
the setting to change so I can download.
 
Are you on XP Pro or Home edition?
If it is Pro, Your logon name may not allow downloads so check your
permissions.
 
I'm using Home Edition and when I log I have administrator privleges. I can
download from other sites but not the Team Speak site. It must be the way
they have the site set up for downloading, and my security settings are
stopping me from downloading Team Speak.I have been playing with the security
settings and had no luck yet. I even added the Team Speak webpage to my
trusted sites and I still cannot download Team Speak.
