Win xp shutdown

This started recently.

When I want to shut down or restart, I click start, turn off computer The
turn off computer box comes on. Then click which ever I want. Instead
of starting a shut down or restart, the Turn off computer box disappears.
I then click start, turn off computer and the box comes up again. I then
click either turn off or restart and it works. Will not work unless doing
it 2 times. Any suggestions? Thanks
