Win XP Pro User files

Is there a way to copy a particular user's files and settings to a CD so
that I can format a drive and reinstall Win XP Pro? I have tried files and
settings transfer but it never works for me. I am always told I don't have
the rights to do that even though I am logged in as Administrator. The user
I am trying to copy is not the Administrator.

Thanks for any help you can give.
