Win XP Pro and control panel

I am working on a customer's system with Win XP Pro SP1
installed. Even though I log in as the administrator of
the system, when i go to the add/remove programs of the
control panel, that window flashes open then closed.

I have checked all the policy settings in the system
registry and through the mmc, but can find nothing out of
the ordinary.

What am i missing??

Run command line : appwiz.cpl

At the same time, copy appwiz.cpl from another computer to have a test.
