Win XP install to wrong drive letter

Does anyone know what would cause Win XP to change the
boot drive letter to E: when installing on a new hard
drive?
Hard drive is alone on the primary IDE with
a DVD drive and a Zip on the secondary.

I guess the answer I'm looking for is why does it only do
it sometimes and not others
