WIN XP and TIF Files

I recently had a major computer crash with windows ME. I recovered most of my
files. XP was installed along with Photoshop CS...replacing PS7. Now any
files that were saved as a Tif file before or after the crash will not open
up in Explorer...but will in CS. I went to Tools and located the TIF file and
changed it to Explorer. It will not open in Explorer...why is this?
