There are *many*. In the Microsoft hierarchy, they begin
microsoft.public.win98...

There is also alt.windows98.

Since you are apparently using Outlook Express, to find
newsgroups, select a news server in the Folders list, and then
right-click and choose Newsgroups. Then enter 98 in the box
"Display newsgroups which contain."
 
In OE, go to Tools>Newsgroups... , and type in Windows 98 in the top line of
the dialog box. Go from there; I got two sections of available NG's.
