i see the setup.exe file there on the d drive but nothing happens when I
type this command in

Hmm, well I've no idea why then. If you see the Setup.exe on the CD and you
are on the D: drive then there's no reason it should not start.

When you boot from the floppy it tells you what drive letter is assigned and
you are sure it's D: correct?

Now type the following and lets try once more to be sure you are doing this
correctly.
Type: D: and press Enter
Then type: Setup and press Enter

If he booting from the 98 floppy, then he needs to be at the "a" prompt
and type in the command...setup.exe.

prompt then type in the command setup.exe

Did you change you BIOS to BOOT from D?

That should be all that's necessary, then turn the computer on again
with the CD in the drive and Windows should boot from the D drive,
find setup.exe all by itself and start to install.

There seems to be a lot of back and worth, answer two questions:

1. Are you trying to boot from a floppy or a CD?
2. Have you changed the BIOS setting?

I have no idea why you're trying to install a 10 year old version of
Windows. You're just asking for all kinds of problems in doing so.

I suspect your real problem is either you didn't change BIOS or you
don't have a clue what I'm talking about. To get to BIOS you need to
press one of the Fkeys or Delete. What exactly depends on your
computer and which key or key combinations are detailed in the
computer manual or the motherboard manual if you build it from
scratch. You need to enter BIOS IMMEDIATELY once you computer starts
up and BEFORE it has a chance to start the current version of Windows.
If you wait too long you need to try again.
