Win 98 client receiving Temp licenses

I have a Win2000 SBS server as the Active Directory
server. I have a second server running Win2000 with
Terminal Services and Citrix. I have loaded Terminal
Services Licensing on the Active Directory box. Win98
clients would pull a Temp license and not show up in the
License Manager. I added Licensing services to the Term
Server box and now they show up in the License Manager.
The problem is I have 20 licenses installed and 18
available. Why won't it issue a permanent license to the
Win98 clients?
 
Are there any eventlog entries on the terminal server that
would indicate a problem here? It almost sounds like your
terminal server can't find the domain controller's
terminal services licensing server. If this is the case,
