Win 2k3 Terminal Services application usage restrictions in a Windows NT 4 domain environment

We have a Windows NT 4 domain, I am trying to install Windows server
2003 terminal services, with Office XP, and some other applications.
I have this working, however I want all of the users/devices to be
able to use the other applications that I have installed on the win
2k3 TS, but only 3 of the 12 users/devices to use Office XP.
Everything that I read says to use a group policy, setup from the
Active directory domain controller. Since I am in a Windows NT4
domain at this point I don't have a Active directory domain
controller. Is there any way to do this? Am I missing something?

This is my first attempt at using any kind of Terminal Services, so I
may be missing something obvious. I appreciate any help you can give
me.

I could, but I am going to be converting from NT 4 as my PDC to W2k3
within about 6 months. So I am thinking that this doing that might
mess up my planning & implementation for that, because eventually I
wouldn't want this machine to be my DC for my w2k3 AD domain.

Is is possible to setup a local policy on this machine that could
limit the use of installed apps?

Just to make things easy, why don't you apply NTFS
permissions to those executables? You could create a user
group, then put those three Office users into that group
and give that group permission to access the Office
executables.
