Win 2K Start-Up

I have a Win 2k operating system. After the user logs on the Win System 32
Folder pops up. I close it out and everything seems to run OK. What can I do
to prevent this? I saw this on a system awhile back and the only fix I could
come up with was a clean reinstall. Any advice??
