Win 2k Reboots at Startup

My Windows 2000 Professional keeps rebooting the entire
computer. It opens up into windows but eboots before any
login information is available. I can not start from any
type of safe mode or any diagnostic. Also, Why cant i
figure out how to get to a DOS prompt before booting
windows. I would like to copy some files without having
to get into the system.

You have install Win2k SP4 ? ...try to change RAM
