Win 2k Processor runs at 100% and msi file is to blame

every time i try to install i program, run virus scan
etc. after re-formating my processor shoots up to 100%
and stay there. each time it will be a diff. file causing
the prob. how do i fix this? is this a virus??? i have
2004 system works running and i still get probs.
