Win 2K Pro Locking up during boot

My wife's pc is locking up during the bootup sequence. The segment
counter goes to the first o in microsoft then stops. I was trying to
install a new graphics card in her pc when this happened. Reinstalled
the original graphics card and am still having the same problem. I
tried running windows repair function and that didn't seem to help. Any
ideas on what to try next?

Boot up in Safe Mode, then use a standard VGA driver.
