Win 2k machine slow

I have a windows 2000 machine that is running painfully
slow. I ran perfmon.exe and added the % useage counter for
the paging file and it was running at 98 it never
decreased. He has 512mb of memory and the paging file min
is set to 768 (which is the recommended amount) I did
increase the paging file and this did not help. I should
mention I checked the %processor counter and % disk
counter and all looked well. Thanks for the help

Did you check Processes in Task Manager and see what's consuming CPU time?

Yes and here is what I found MSpaint is killing the PC. I
went into attributes and changed to default this did not
help. Whenever you launch MSpaint it slows the machine.
