Win 2k, IIS, and Remote Web Desktop

Can I install the Remote Web Desktop package on a Windows 2000 server running IIS and get a successful connection to the server without installing the Terminal Server as well? I ask this because this is exactly what I have tried to do. I do get a connection to the default TSWeb page, but when you hit the 'Connect" button on that page the connection is refused. I have not tried to connect from inside the firewall, only outside. I have the private HTTP port as well as the RDP port forwarded thru the firewall to the W2k server running IIS.

Basically, you have to have TS installed on the machine that you wish to
open the session on....
