Win 2003 Srv - VPN problem

Scenario:
- site-to-site VPN (L2TP/IPSEC)
- left side: LINUX SRV
- right side: Win2003 SRV

Context:
- WinXP client can connect to LINUX SRV via IPSEC/VPN
- Win2003 SRV can connect to LINUX SRV via IPSEC/VPN
ONLY IF configured as user VPN

Problem:
- Win2003 SRV _fail_ to connect to LINUX SRV if VPN is defined
in "ras & routing management"

Any idea?

RRAS requires two links for a site-to-site connection. It "dials" the other
end, and the other end "dials" the RRAS box. If the Linux systems doesn't
operate by the same principles then it may not work.

I have no experience with RRAS site-to-site VPNs when both ends aren't
running RRAS.
