Win 2000 SP3 Defrag isn't doing anything?

I am using Win 2000 SP3. I run defrag and it appears to be working i.e.
there is hard disk activity. The hard disk activity stops but the progress
bar keeps going.

At the end, if I run analyse again, I'm told I need to defrag.

Any ideas or pointers welcomed. I have run scandisk and that found nothing.

This is a recognized problem with the Windows defragmenter
(which MS did not write). See KB article 229850.
Basically, the defragmenter isn't very good at making
holes for itself to work in, even if the drive has ample
free space.

You need to locate large UNfragmented files and move them
somewhere else temporarily. This gives the defragger more
room to work. When it's finished, move the files back.

Occasionally, just making a copy of the most fragmented
large files and deleting the original will reduce the
number of random fragments, making more room for the
defragger to work.
