win 2000 server login loops

I have an server which boots without errors but then wont
go past the login login window. I enter the correct
username and password and the system starts to load
personal settings for about a second then the login page
comes up again asking for user name and password.
different login names give the same problem. This process
loops continuously so I cannot get into the system at all.
I have tried the repair process but with no effect any
ideas would be apreciated. I have access to the file
system via dual boot.

This sounds like the sort of thing you would expect to see if the drive
