Will XP/Home support a pws?

I'm used to using Win 98 with PWS to develop and test web material. Santa brought a new laptop for Xmas with XP/Hkome OS and I find out there is no PWS (XP/Professional is able to support IIS 6.0 with a pws but how about Home edition?) Can I download IIS 6.0 (easily) from MS.com or elsewhere (can't find it while navigating the knowledge base) or do I have to upgrade to 'Professional" in order to take advantage of a pws. Could just go to open source I suppose but that's another matter.....

FYI - XP Pro supports IIS 5.1, only Win2k3 server supports IIS 6.0.
