Will xcopy copy files in use?

Can xcopy be made to copy "in use files" for backup purposes?

If not, is there some free utility that can be used to copy all the files in
a partition to another drive? I have Acronis True Image for my system
partition, but that creates an image while I would like to copy my data
files in a manner that would permit me to restore them back individually if
I should so desire.

Is there a way to do this without buying another backup utility? (NT Backup
also backs up files in a form where they cannot be individually selected for
individual restoration).
