I have several external USB that I hope to use to recover
data from "crashed" PCs. If I use the Startup Disk for
Windows XP Pro, will it load a USB driver?

You'll have to check the computer's BIOS and determine if the
motherboard supports booting from a USB drive. If it does not,
then you cannot use it.

Use Ghost or other tool that supports USB drives.
Even if your BIOS supports boot from USB, XP can not run from USB disk.
Also, XP does not have any bootable "Startup disk".
