will not shut down

My computer refuses to shut down whenever i try to restart or turn off. I
have to hold the off button for 4 or 5 seconds until it finally shuts off.
Then I have to press on button to start. This all started when I "upgraded"
to spk2

As sopposed to the author quoted below...I have an intermittent
problem.
This reference does not seem to address intermittent shutdown
problems. My PC stops on the :"windows is shutting down screen" 1/2
to 1/2 of the time, even after disk activity ceases and I can hear the
heads park. Holding the power switch (was replaced a couple months
ago) does it. I did load Norton Go Back about the time the problem
started.

Any ideas?
