wierd pop3 problem

I have a user who up until yesterday had no problems accessing our
company email via pop3 (he's in belgium). At about 9-10am yesterday,
he is no longer able to access our server through outlook via pop3.
BUT the funny thing is, I had him telnet to our server over port 110,
he was able to login.. Outlook seems to be hosed. Should I have him
just create a new account in Outlook? He's the only one in that office
that cannot connect.

I should also mention that I can login in as him from my computer via pop3
(Outlook 2003) , he just can't from his end.
