Why won't my Outlook 2003 let me access rules?

Everytime I try to create a rule it says you are currently working offline.
You must connect to Microsoft Exchange Server. I have tried connecting and I
dont know whats going on. Please help

My outlook was once configured with my job but now since I no longer work
there I have other email accounts linked to that outlook and it won't let me
create rules. please help.
 
Did you remove the exchange account from your profile? Are you using the
Exchange cache file for you other email accounts? If so, you'll need to
export the items to a new folder before deleting the exchange account.
