Why won't files in XLSTART work

I have a file in the XLSTART directory that refiuses to load when Excel is
loaded.

I have no switches on the shortcut.
 
It could be that Excel encountered a problem when opening the
file, and has disabled it. Go to the Help menu, choose About
Excel, and click the Disabled Items button. See if your file is
listed there.
