Why small handful of toolbar buttons uncustomizable (greyed out)? Is there another way to edit them

A small handful of buttons that we add to toolbars (via Customize) don't
allow one to edit anything about them, i.e., the icon image or how it
displays (i.e., text, text + img, img only). Why is this? Is there a way
around this problem, by any chance? I have added the button "New Mail
Message Using ..." but I can't add an img nor can I make it just display
just as img (if I could get the img in, of course!). Is there a way around
this, somehow? I know that these seemingly non-editable buttons are few but
sometimes those few are the critical ones we need. The one here re the new
mail msg takes up a lot of toolbar space.

Some "buttons" are actually submenus or special controls that are not customizable.
