Why My PC can shutdown properly if using the WinXP

My PC specification is Intel celeron 667. Hardisk 40GB,
RAM 256MB.
I try to install WInXP Professional. It can be completed
installed. But it cant be fully shutdown. The light for my
PC is still 'ON'. I need to switch 'OFF' the power, then
can said fully shutdown my PC.

I had this same problem on my old computer. for sme
reason XP would not just send the shut off command to the
Mobo. It works on this older dell though.. I dunno. Can
anyone answer why XP is so selective?

A probable cause is that your installation found the BIOS does not
adequately support the `Advanced Configuration & Power Interface`
(ACPI). It then installs the older APM, but leaves it disabled. Go to
Control Panel - Power Options, and if there is an APM page, check
`Enable APM` on it.

Your problem is more than likely due to ACPI, try flashing your BIOS
