Why My email won't send with photos attached

I am on Vista am having a problem sending an email with attached photos.
I tried it at 9 MB, 5 MB and 3 MB----still in my outbox and not in my Sent
Items.

Can you suggest a solution ??

What is the maximum size limit set by your ISP? It's not uncommon for this
limit to be set at 2 MB or less.

Make sure you're not scanning outgoing messages with your antivirus scanner.
Make sure the server timeout value on the Advanced tab of your account
properties is longer.

And "won't send" means WHAT? If there is an error then show it.
Don't describe it. Paste it into your post (but munge out your
