Why my custom cursor dont display colors?

I have a red cursor, of type 32x32 16 colors that is displayed black. How to
make it dysplay as I see in editor?

Which version of Windows does the customer use? Which tool did you use
to create the cursor file?

Windows XP, the file si creaded with MS IDE under framework 1.1 as embedded
resource...I have only that 32 16 colors type, the rest I deleted
