why my arrow key can't moving around cells?

I want to use my arrow key to navigate around cells ( up for go up one cell,
down for go down, etc). However, when I press it, it turns out it is moving
the pane (with the cursor stay in the same cell but the whole working pane
moving). I can not find any information for that in help.

You have Scroll Lock turned on. The status bar should say SCRL over near the
right end. On my keyboard, the scroll lock key is up at the right end of the
top row.
