why is this happening, how do I fix it?

Everytime I enter "1996" in an excell cell, and it doesn't mater if there are
other characters around it ie. *1996* as soon as I tab out or "enter" the
1996 changes to 2003. It does this in all my excel documents, even brand new
ones.

First place to look would be under Tools > Autocorrect options.

Maybe someone has put 1996 in the left hand list and 2003 in the righ
hand one.

If that is the case, just delete it - and maybe check if there are an
other "useful" substitutions there.
