I've noticed that there is no FrontPage 2007 in the new suite of Office
programs. Why is this?

Frontpage has been discontinued in favor of a new program, Expression Web.
FP was only included in a very, very few office suites many years ago.

PRevious versions of Office never included Frontpage either, except for the
"premium" editions.

Shame...

Shame MS dumped FrontPage really it was beginning to get good in the 2003 version. Unfortunately the replacement is not very clever - it has a tendency to run like a dog and crash every 5 minutes. So at present the replacement is best described as very poor...

It's also not as user friendly as FrontPage was - but is perhaps trying to be a slightly more professional package.
