Why is the Menu item "Export" On the Address Book File menu Greyed out?

Outlook Express V 6.00.2800.1123 question.
(Outlook 2000 is also installed and address book is shared.)

Why is the Menu item "Export" On the Address Book File menu Greyed out?
I have selected my name in the address book and it has all data about me,
but when I Try to make a Business Card as in the Help file "To create a
business card"
and go to File - Export I find that both Import and Export are not working.
