Why is my Windows time constantly slow by 27 seconds?

Can anyone explain to me why my Windows clock is constantly about 27
seconds slow? I've got the NTP/w32time service working correctly as
far as I can determine - if I set the time incorrectly and then
manually do a
w32tm /resync
Sending resync command to local computer...
The command completed successfully.
it resets the time, but it's about 27 seconds slow! Constantly. It's
driving me slightly crazy...

Can anyone explain this and if possible suggest a remedy?

(I'm totally up to date on XP service packs etc. and here's my w32time
registry data if that helps...

27 seconds slow? Are you sure that the reference clock being used
is not 27 seconds fast? How does the reference clock and the W32Time
clock compare to something like the US Naval Observatory? Or the
Atomic Clock in Colorado?

I'd suggest you visit a psychologist to find out why you're so
obsessed with 27 seconds.
