Missing XP SP2's Wireless Zero Configuration (WZC)

I noticed my Windows XP Pro. SP2 (all updates)'s is missing WZC in its
Service list. How do I get it back? I assume I don't have to have a
wireless network device in my machine to have this appear.

It is in my registry:

WZC service is not automatically "turned" on. You need to turn it on manually
or let a wireless network controller driver install turn it on for you. If
you do not see a Control Panel applet for WZC, you might need to re-apply SP2
onto you system.

Yeah, I think something broke in this XP SP2 system. I will reinstall
SP2 if I need WZC. I did see Wireless Network Configuration Wizard in
control panel.
