why is conditional formating grayed out

i used it before i hide locked and set protections...ive undone this and
still no conditional formating available....gray
 
Hi,

The most common reason is that you are in group mode. This feature and
others are only available when a single sheet is selected. Right click the
sheet tab and choose Ungroup.
