why has KB832894 been installed 14 times since 2-Feb-2004?

I've had the Windows Update automatic installer download
and install the Cumulative Security Update for Internet
Explorer 6 Service Pack 1 (KB832894) 14 times since
February 2.

Any idea why this is happening?

Thinking this was symptomatic of a problem with the
Microsoft Installer, I re-downloaded InstMSiw.exe and
attempted to reinstall it, but received the
message "service is already started" when I executed the
program.
