why excel 2007 does not support dbase file type?

Why excel 2007 didn't support dbase, excel 3.0, excel 4.0 and others file
type as excel 2003?
Since the excel 2007 didn't support dbase file type, what can i do if I want
save the dbase file type?

MS's only explanation for dropping support for so many file formats in Excel
2007 is here:

You will have to use an earlier version of Excel or another application,
like OpenOffice, that may support the older formats.

Access 2007 says it will export to a dBase file. So, if you happen to have
MS Office Professional you could link the Excel file to Access and export it
from there.
