Why dont monitors lay flat on the desk?

Trouble is that focus is only one consideration.

The other thing that matters is the neck etc.

Yes, and if the top of the viewable area of the monitor is just below eye
level, your eyes will be comfortable and your neck will be straight. -Dave

Not necessarily, plenty tend to bend their neck in that situation.
