Why don't links work???

Whenever I try to follow a link in an email on Microsoft Outlook, I get the
following message:

"This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator."

My account is set up as an administrator, and I have looked through all the
permissions etc on Vista and Outlook but can't work it out. All I want to be
able to do is click on a link and for it to work, so any advice gratefully
received!
