why doesn't the web toolbar appear when link is clicked?

In older versions of Word, the web toolbar used to appear automatically when
a hyperlink was clicked (table of contents, cross-reference, etc.) In Word
2003, it no longer appears automatically - you must go to view/toolbars and
select "web". This makes it very cumbersome to move around in a document. Am
I missing something? Is there a way to set up Word so that this is automatic?

This is a situation where you can't please everyone. Due to the
complaints of the Web toolbar popping up they disabled the pop-up
functionality (Thank goodness!)

If you want to utilize it then right-click a toolbar and turn on Web.
