Why doesn't the quotation marks symbol appear at first keystroke?

How do I change it so I don't have to hit the key twice before it appears?
Its very frustrating.
 
Sharlene - I've looked at several possibilities, but cannot find any
function of Word that would cause this problem. Is it possible that the
problem is with your keyboard - a loose or malfunctioning key? Try using
someone else's computer and see if you get the same results - if not, it's
probably your keyboard.

Maybe you have an international keyboard layout selected in Windows. See
http://support.microsoft.com/?kbid=306560 "How To Use the United
States-International Keyboard Layout in Windows XP", except that you want to
select the standard U.S. keyboard instead of the U.S.-International keyboard.
