why doesn't the 'export to word' work for Access 2007?

when using the 'export to word' funtion in Access 2007 to export the
relationship report diagram, the tables do not show up in the word document
just the header.
 
The Export to Word has never exported graphic elements in any version of
Access. Realistically, it's creating an RTF file, not a Word file, and while
RTF documents can hold graphics, that's not really its intent.
