Why doesn't the attachment symbol appear?

When I receive an email in Outlook XP, the paper clip symbol doesn't appear
in the inbox display. On opening the attachment email I can doe File | Save
Attachments and the "invisible" attachment is saved and then opened in my
imaging software. This applies primarily to .jpg images sent from my cell
phone.
 
do they also appear if you hit forward? if so, it's a bug in the how the
server software creates the message.

I found another thread that suggested that I install the latest Office XP
service pack and that fixed the problem.

This exact same thing happens to me-- how do I deal with it?

I'm using XP, SP2, Outlook 2002.
